Incentive Games has an interim gaming licence from the Pennsylvania Gaming Control Board, letting it supply real-money content to licensed operators in the state. Interim is not a lesser licence or a provisional one — it is a specific instrument, and it has an end date.
What was announced
The Edinburgh studio said on 19 May 2026 that the PGCB had granted the licence. Chief commercial officer Ahmed Baker called it “a huge achievement for our business and a strong endorsement of our regulatory approach”. No licence number was published and no operators were named. The company entered Michigan in 2025.
What an interim licence is
Pennsylvania's full supplier investigation is thorough and slow. It examines the company's finances, ownership and history, and it examines the individuals behind it — background checks, source of funds, prior regulatory dealings. That process can run well over a year.
Rather than make every applicant wait, the PGCB can issue an interim licence once the initial review is satisfactory. It permits the supplier to trade immediately while the full investigation continues. It is real authorisation: contracts signed under it are valid and games supplied under it are lawful.
What it is not is permanent. An interim licence expires, and it converts to a full licence only if the investigation concludes satisfactorily. For a buyer the practical question is where in that process the supplier sits — because an interim licence that has been running a long time without converting is worth asking about, and one granted last month is not.
What our records show
We hold three licences for Incentive Games. A UK Gambling Commission licence (065694-R-340335-002) is at our highest tier, confirmed on the regulator's own register. Michigan MGCB and Ontario iGO records sit at published-source tier without numbers.
We record it live in three markets: Ontario, the United Kingdom and Michigan. Pennsylvania is not yet among them. The studio was founded in 2019 and builds free-to-play engagement games alongside real-money crash and arcade titles for betting operators — a product mix that straddles marketing and gaming, which is why its licensing position in each market is worth checking rather than assuming.
If you are buying
Ask whether the supplier's licence in your state is interim or full, and when it was granted. Both permit supply. Only one of them is settled, and a contract that runs past an interim licence's expiry is a risk worth pricing.
