SA Gaming certified to GLI-19 as the Philippines tightens its testing regime

Twelve games certified under a standard PAGCOR has only recently started accrediting test houses for. The regime change matters more than the certificate.

SA Gaming has GLI-19 certification for twelve of its games, tested by Gaming Laboratories International under the Philippine regime. The certificate is routine. What sits behind it — PAGCOR building an accredited testing layer where there was not one — is not.

What was announced

The live dealer supplier said on 25 June 2026 that twelve of its games had achieved GLI-19 certification. The announcement notes that GLI is the first company accredited by the Philippine Amusement and Gaming Corporation to test and certify iGaming platforms in the Philippines. The company says it has operated for more than fifteen years. No individual titles were named and no speaker was attributed to the quote in the release.

What is changing in the Philippines

PAGCOR is unusual: it both regulates gambling and operates it. For years its licensing was more permissive than most Asian regimes, which is what drew a large offshore industry there. The direction since has been towards tightening — winding down the offshore operator regime and building the technical apparatus that mature markets have.

Accrediting independent test laboratories is part of that apparatus. Until a regulator names who may test, “certified” means whatever a supplier wants it to mean. Once it does, certification becomes checkable and comparable. That is the substantive development here.

GLI-19 itself is the interactive gaming systems standard — player account handling, platform security, operational controls, game integration. Twelve games certified against it is a start, not a catalogue.

What our records show

We hold four licence records for SA Gaming. A Curaçao Gaming Authority licence (OGL/2024/154/0133) is at our highest tier, confirmed on the issuing register. Two Peruvian MINCETUR records (PT0000128 and PSV0299) and a state-level entry (10195939-002) sit at published-source tier.

We record no live markets for the company and hold no company profile detail beyond its category — a live dealer provider offering baccarat, roulette, blackjack, sic bo and Asian table games. That is thin coverage on our side for a supplier of this age, and it is a gap we would rather state than paper over.

A note on Curaçao. The company's own release refers to both the Curaçao Gaming Control Board and the Curaçao Gaming Authority. Curaçao has been mid-transition between regimes, and entities are being re-licensed under the newer framework — so seeing both names is normal rather than contradictory.

If you are buying

Ask which twelve games, and ask for the certificate dates. A supplier with a long catalogue and twelve certified titles in a market can supply you with twelve titles there, whatever the rest of the portfolio looks like.
