Sweden re-regulated gambling on 1 January 2019 under the Gambling Act (2018:1138), opening commercial online gambling (casino games, online bingo, slots) and betting to licensed operators while lotteries and token machines stay reserved for the State or public-interest organisations. Spelinspektionen, the Swedish Gambling Authority, grants licences for up to five years and supervises the market, including AML compliance. Since 1 July 2023 anyone who manufactures, supplies, installs or modifies gambling software used by Swedish online licensees must hold a gambling software permit and may not serve unlicensed operators. Licensees pay 22% gambling tax on gross gaming revenue (raised from 18% on 1 July 2024), and an extended ban on gambling financed by credit took effect on 1 May 2026.

Consultation
Consultations on new technical and responsible gambling regulations
Spelinspektionen consulted on new technical regulations to replace SIFS 2022:3 and LIFS 2018:10, and (on 2026-06-16) on new responsible gambling regulations to replace LIFS 2018:2. Comments were due by 10 August 2026.
Licensees and gambling agents may no longer allow or facilitate gambling financed by any form of credit and must take measures to prevent it. The rule covers all licensed game types however they are offered.
SIFS 2026:3 requires registering licensees to check Spelpaus.se using their SGA-issued connection credentials and the API that matches the purpose of the check.
Spelinspektionen issued SIFS 2026:1 on supervision fees, replacing SIFS 2024:4. The fee is SEK 240000 per online or betting licence and SEK 16500 per gambling software permit per fee period.
Gambling Act amendments: state casinos removed, party lotteries tightened
From 1 January 2026 casino games were removed from the state gambling licence, so no one can be licensed to run gambling in premises dedicated to casino games. Party-political lotteries lose the bonus and credit-ban relief given to other public-interest lotteries and must disclose the party name.
The gambling tax rate on licensed gambling was raised from 18% to 22% of net gambling revenue by Law 2024:276. Older rules apply to periods before the change.

Do B2B game suppliers need a licence in Sweden?
Yes. The application fee is SEK 230000 for a commercial online gambling or betting licence, or SEK 230000 in total if both are applied for together. Licensees also pay an annual supervision fee of SEK 240000 per licence. Licences are granted for a maximum of five years.
