Romania regulates online (remote) gambling under Government Emergency Ordinance 77/2009 and its implementing norms (Government Decision 111/2016), with the National Gambling Office (ONJN) as licensing and supervisory authority. B2C operators need a Class I licence plus an operating authorisation, while software producers and distributors, platform management/hosting providers, payment processors, affiliates, certifiers and auditors need a Class II licence. Operators must be a Romanian company or an EU/EEA/Swiss entity with a registered permanent establishment in Romania. Law 141/2025 raised the Class I remote gambling authorisation tax from 21% to 30% of gambling revenue (minimum EUR 480,000 a year) from 1 August 2025 and tightened the rules that stop Class II suppliers from serving unlicensed sites.
