Online gambling in Portugal is governed by the Legal Regime for Online Gambling and Betting (RJO), approved by Decree-Law 66/2015, and supervised by SRIJ, the gambling regulation and inspection service of Turismo de Portugal, I.P.; licences are issued by its Gaming Commission. Licences are available at any time with no cap on numbers, for fixed-odds sports betting, horse-race betting, bingo and authorised games of chance, and run for three years, renewable. Applicants must be EU/EEA public limited companies (or equivalent) with a branch in Portugal if foreign, operate a .pt website, keep a data-logging infrastructure in Portugal and have their gaming system certified by an SRIJ-recognised lab and homologated by SRIJ. There is no separate supplier licence. Online games of chance pay a special online gaming tax (IEJO) of 25% of gross revenue, while fixed-odds sports betting is taxed at 8% of stakes; in 2026 SRIJ consulted on changes to the slot and sports-betting rules and licensed new operators Retabet and Play Jogo (Vincino).

Which online gambling licences are available in Portugal?
Licences cover fixed-odds sports betting, pari-mutuel and fixed-odds horse-race betting, bingo, and authorised games of chance such as slots, roulette, blackjack, baccarat and poker. Licences can be requested at any time, have no numerical cap and last three years, renewable for further three-year periods.
Do game suppliers need a licence in Portugal?
No separate supplier licence exists. However, the licensed operator's technical gaming system, including the games offered, must be certified by a lab recognised by the Gaming Commission and homologated by SRIJ, and certificates obtained abroad are not accepted.
How is online gambling taxed in Portugal?
Operators pay the special online gaming tax (IEJO), assessed monthly by SRIJ. Games of chance pay 25% of gross revenue, while fixed-odds sports betting pays 8% of stakes (35% of commissions for pure exchange-style betting). Income subject to IEJO is exempt from corporate income tax and stamp duty.

Players must be at least 18. They can self-exclude on one operator's site or through the SRIJ platform for all licensed sites, for at least three months or indefinitely, and operators must report self-exclusions to SRIJ within 24 hours.
Can operators offer esports betting in Portugal?
No. SRIJ states that betting on esports and video-game competitions is not regulated in Portugal and may not be offered, and the RJO bans unregulated games.
