Online gambling in Italy is a state-reserved activity that private operators may offer only under a remote gaming concession granted by the Agenzia delle Dogane e dei Monopoli (ADM) after a public tender. Legislative Decree 41/2024 reorganised the online sector: concessions last up to nine years without renewal, cost a one-off EUR 7 million each (max five per group) plus an annual fee of 3% of net margin, and require an EEA-based capital company, EEA-hosted servers and a site on the Italian national domain. The concessions covering betting, horse-racing games, skill and card games, fixed-odds games of chance and bingo were put out to tender in December 2024, with legacy concessions extended to 12 November 2025. No separate B2B supplier licence exists; concessionaires’ gaming systems are verified by ADM-recognised verification bodies. Gambling advertising and sponsorship are banned under the 2018 Decreto Dignità.

Italy licensing questions answered

Who regulates online gambling in Italy?

Online gambling in Italy is regulated by the Agenzia delle Dogane e dei Monopoli (ADM), which grants remote gaming concessions, runs the blacklist of illegal sites and certifies concessionaire systems. AGCOM enforces the gambling advertising ban.

How do operators get an online gambling licence in Italy?

Operators need an ADM remote gaming concession, awarded only through a public tender. Concessions last up to nine years without renewal and cost a one-off EUR 7 million each (EUR 4m on award, EUR 3m on start of operations), with a maximum of five per corporate group. The last tender was launched in December 2024.

Do B2B game suppliers need a licence in Italy?

Italian law provides no separate supplier licence; D.Lgs. 41/2024 grants concessions to operators only. Supplier content reaches players through a concessionaire whose gaming system must pass verification by an ADM-recognised verification body against ADM communication protocols.

What are the online gambling tax rates in Italy?

ADM reports online sports betting taxed at 24% of margin and online skill games, card games, fixed-odds games of chance and bingo at 25% of margin. Concessionaires also pay an annual concession fee of 3% of net margin.

Can online gambling operators advertise in Italy?

Almost no. The 2018 Decreto DignitĂ  bans all direct and indirect gambling advertising on all media and, from 2019, sponsorships. AGCOM can fine 20% of the value of the advertising or sponsorship, with a minimum of EUR 50,000 per breach.

Do Italian online operators need local servers or a .it domain?

Servers must be located in the European Economic Area, not necessarily in Italy. However, the concessionaire must run its own website on the Italian national top-level domain and may not white-label it to third parties.

How does self-exclusion work for online gambling in Italy?

Players can self-exclude through ADM from all concessionaires, one operator or one game category. Exclusion can be indefinite (revocable only after nine months) or for a fixed period of up to 270 days.

What is the size of the Italian online gambling market?

According to ADM, player spend (stakes minus winnings) on remote gaming was about EUR 5,072 million in 2024, with fixed-odds games of chance and sports betting the largest segments.
