Online gambling in Greece is licensed by the Hellenic Gaming Commission (HGC), an independent administrative authority, under Law 4002/2011 as recast by Law 4635/2019. Operators need a Type 1 licence (online betting) and/or a Type 2 licence (other online games: RNG casino, live casino, poker), each valid for seven years, and must run a .gr website. Game and platform suppliers must hold an HGC Manufacturer Suitability Licence and only HGC-certified games may be offered; affiliates must be registered with the HGC. The State takes 35% of GGR, while land-based lotteries, retail betting and horse-race betting remain under exclusive rights. In June 2026 Law 5313/2026 tightened blacklist enforcement and sanctions and raised the winnings tax on online casino games to 20%/30%.

Greece licensing questions answered

Who regulates online gambling in Greece?

The Hellenic Gaming Commission (HGC, in Greek EEEP), an independent administrative authority, licenses and supervises online and land-based gambling. It issues online operator licences, supplier suitability licences and affiliate registrations, and keeps the blacklist of unlicensed sites.

What online gambling licences are available in Greece?

There are two online licence types: Type 1 for online betting (licence price EUR 3 million) and Type 2 for other online games such as RNG casino, live casino and poker (EUR 2 million). Both last seven years, carry a EUR 10000 application fee and need a EUR 500000 bank guarantee.

Do B2B game suppliers need a licence in Greece?

Yes. Licensees may offer only HGC-certified games from manufacturers holding an HGC Manufacturer Suitability Licence. Suppliers running platforms, RNG systems or live studios with operating services need Category A.1 (EUR 5000 application, EUR 25000 a year), and content-only suppliers need Category A.2 (EUR 1000 and EUR 5000). Both are valid for seven years.

How much tax do online gambling operators pay in Greece?

The Greek State takes 35% of gross gaming revenue, paid monthly within 16 days after month end. Operators also withhold winnings tax from players: for online casino games 20% up to EUR 500 and 30% above, after a EUR 100 tax-free amount per session.

What is the minimum age for online gambling in Greece?

Licensees may not let anyone under 21 play online games of chance. Players must be registered, verified within 30 days and must set daily deposit, loss and time limits.

Must a Greek online operator be locally incorporated or hosted?

A local company is not required: applicants may be seated in Greece or another EU/EEA state. However, gaming sites must use a .gr domain, gaming data must be stored on a server or safe in Greece for 10 years, and operators seated abroad must install a safe server in Greece.

What happens to suppliers that work with unlicensed operators?

Since Law 5313/2026 (25 June 2026), a holder of an HGC suitability licence that supplies software or services to blacklisted unlicensed sites or apps automatically loses the licence and is fined.

Is online lottery open to private operators in Greece?

No. Lottery games are exclusive rights of OPAP and Hellenic Lotteries, and online licensees may not offer them or look-alike games such as keno or Slingo titles. Horse-race betting needs the consent of Ippodromies S.A.
