Denmark partly liberalised its gambling market in 2012: online casino and betting are open to licensed operators, while lotteries remain reserved for Danske Spil group companies and a few class lotteries. The Danish Gambling Authority (Spillemyndigheden) issues licences of up to 5 years under the Gambling Act (Consolidated Act No. 1182 of 2025) and supervises operators through the SAFE data store, TamperToken and the ROFUS self-exclusion register. Since 1 January 2025, companies supplying online casino games or settling bets for Danish licensees must hold their own supplier licence and have games certified under the regulator's certification programme. Online casino and betting pay a 28% duty on gross gaming revenue, and a new income-limited online casino licence was added from 1 January 2026.

Blacklist / Blocking
Court orders blocking of 98 illegal gambling sites
On 8 July 2026 the Frederiksberg court upheld Spillemyndigheden's request that Danish telecom providers DNS-block 98 unlicensed gambling websites. The regulator says 870 illegal sites have been blocked since 2012.
Gambling reform bill L 127 introduced, then lapsed
Following a political agreement of 24 October 2025, the government tabled bill L 127 with stricter marketing rules, new player-protection and player-fund rules and stronger action against the unregulated market. The bill lapsed when the parliamentary session ended on 24 March 2026 and has not been enacted.
Act No. 1780 of 29 December 2025 amended the Gambling Act to allow a one-year online casino permit where turnover may not exceed DKK 1m and the payout ratio must be at least 80%, for applicants holding no other gambling licence.
The certification programme was amended so that RNGs and games used for online casino and betting only need re-certification when relevant components change, rather than every 12 months. Other SCP documents keep fixed certification frequencies.
Gambling Act amendment adds orders, reprimands and publication of fines
An amendment adopted on 2 May 2024 lets Spillemyndigheden issue orders (påbud) and reprimands (påtale) from 1 July 2024. Fines and convictions for breaches found after that date must be published on the regulator's website for five years.
Supplier licence required from 2025; applications open 1 September 2024
Spillemyndigheden announced that game suppliers to Danish betting and online casino licensees need their own licence from 1 January 2025, with applications accepted from 1 September 2024. A revised certification programme splitting operator and supplier duties took effect 1 January 2025 and became mandatory from 1 July 2025.

The Danish Gambling Authority (Spillemyndigheden), based in Odense, issues licences and supervises gambling under the Gambling Act. It monitors online operators through data they submit, thematic and ad hoc inspections, and it supervises AML compliance.
Do B2B game suppliers need a licence in Denmark?
Yes. Since 1 January 2025, companies that supply online casino games or run and settle bets for Danish licensees need a supplier licence of up to 5 years. The 2026 application fee is DKK 67600 and the annual fee DKK 45100, and games must be certified under the regulator's certification programme.

Does an operator need to be based in Denmark?
No. Licences can be granted to companies established in Denmark or another EU/EEA country; companies outside the EU/EEA must appoint a representative approved by Spillemyndigheden.

ROFUS is Spillemyndigheden's register of voluntarily excluded players, covering online gambling, land-based casinos and betting in shops. Licensees must check every player against ROFUS and must also consult it before sending marketing.
