Online gambling in Colombia is part of the state gaming monopoly under Law 643 of 2001, whose article 38 (as amended by Law 1753 of 2015, art. 93) classes internet-operated games as 'novel games' that legal entities may run only after signing a concession contract with Coljuegos, the state company attached to the Ministry of Finance that administers the monopoly. The game rules sit in Coljuegos Board Agreement 08 of 2020 (Title 1), which allows slots, roulette, blackjack, baccarat, bingo, poker, virtual games, live casino and betting on real sporting and non-sporting events, and was last amended by Agreement 01 of 2026 to redefine instant-win games. Concessionaires pay exploitation rights of 15% of gross revenue less prizes paid, a fixed 811 monthly minimum wages a year and a 1% administration fee, and must use a .co domain, keep an inspection system in a Colombian data centre and certify their whole platform through a Coljuegos-authorised laboratory; there is no separate supplier licence. For 2026, Legislative Decree 240 of 2026 added a temporary 16% national consumption tax on online gambling, and Coljuegos lists 15 authorised online operators while running mass blocking of unlicensed sites.

  1. Consultation

Draft SARLAFT resolution to replace SIPLAFT

Coljuegos published a draft resolution for comments that would require concessionaires, including online operators, to adopt a risk-based SARLAFT/FPADM anti-money-laundering system in place of SIPLAFT. The draft gives 180 calendar days to implement once issued.

  2. Blacklist / Blocking

Coljuegos passes 46,000 blocking orders against illegal sites

Coljuegos said it had issued 46,228 blocking orders against unlicensed betting websites since 2022, and 55,658 in total, working with the ICT Ministry and internet service providers. It repeated that only its 15 authorised operators may take bets.

  3. Amendment

    Coljuegos redefines online instant-win games

Board Agreement 01 of 2026 replaced the definition of instant-win games in Agreement 08 of 2020. The category now covers RNG games with fixed or progressive multipliers where the player decides when to cash out or act, so products are no longer approved by name. Lottery, chance, lotto, Super Astro and Keno mechanics stay excluded, and the RTP may not fall below the online minimum.

  4. Tax Change

16% consumption tax on online gambling for 2026

Legislative Decree 240 of 2026, issued under the emergency declared by Decree 150 of 2026, created a 16% national consumption tax on games of chance operated exclusively over the internet for 2026, based on GGR per two-month period. It also bars payment firms, software and content providers and media from serving unauthorised operators.

  5. Tax Change

Online operators paid about COP 1.35 trillion in 2025 VAT under an emergency decree

Coljuegos reported that the licensed online operators paid an estimated COP 1.35 trillion in VAT during 2025 under the economic emergency decree for Catatumbo, on top of about COP 362 billion in monopoly rents. It said a new decree would tax GGR rather than deposits, as operators had asked.

Resolution 22654 of 2024 sets responsible gambling guidelines for all operators: ongoing strategies with objectives and timelines, a voluntary risk-screening test, self-exclusion for online games and an annual compliance report. Coljuegos may audit and request information at any time.

Colombia licensing questions answered

Who regulates online gambling in Colombia?

Coljuegos, the state company attached to the Ministry of Finance that administers the gaming monopoly, authorises and supervises online gambling. Operators need a concession contract with Coljuegos under Law 643 of 2001 art. 38, and play is governed by Title 1 of Coljuegos Agreement 08 of 2020.

What taxes do online operators pay in Colombia?

Operators pay exploitation rights of 15% of gross revenue less prizes paid (17% of gross revenue if RTP falls below 83%), a fixed 811 minimum monthly wages per year, and a 1% administration fee. For 2026, Legislative Decree 240 of 2026 adds a temporary 16% national consumption tax on online gambling.

Do B2B game suppliers need a licence in Colombia?

No separate supplier licence was found. Every game, RNG and platform integration must be certified by a Coljuegos-authorised lab as part of the operator's approval. Since March 2026, software, content and platform providers may only serve authorised concessionaires.

Which online games are allowed?

Concessionaires may offer slots, roulette, blackjack, baccarat, bingo, poker, virtual games, live casino and fixed-odds or exchange betting on sporting and non-sporting events. Bets on horse racing, national political events, financial assets or cryptocurrencies are not allowed.

What is the minimum age to gamble online in Colombia?

Only adults may register, meaning people aged 18 or over, and they must live in Colombia. Operators must verify age and identity and bar minors, self-excluded players and staff who can influence the games.

Do operators need a local presence in Colombia?

Yes, in several ways. Financial capacity must be proven by a Colombian company or the Colombian branch of a foreign company, and the site must use a .co domain and Spanish. Player funds must sit in a Colombian bank account, and the inspection system must be hosted in a TIER III data centre in Colombia.

How long does the application take and how long is a concession?

Coljuegos has 2 months to decide on a complete application filed through its operator portal, and the application is free. Recent concession contracts, such as MrYoker's 2026 contract, run for five years.

How does Colombia deal with unlicensed gambling sites?

Law 643 lets Coljuegos and the authorities monitor and order the blocking of unauthorised gambling channels. Coljuegos reported 46,228 blocking orders between 2022 and July 2026 and publishes a list of illegal websites.
