Online gambling in Buenos Aires Province is regulated by Title VIII of Ley 15.079 (2018) and Decree 181/2019, with the Instituto Provincial de Lotería y Casinos (IPLyC) as the enforcement authority. Operators need one of at most seven online gaming licences, granted for 15 non-extendable years through a public call; all seven were awarded in December 2020 and IPLyC currently lists seven authorised .bet.ar brands. Games, platforms and supplier integrations must be homologated through laboratories registered with IPLyC, while no separate licence exists for game suppliers. Recent changes include mandatory biometric identity checks with liveness detection (Res. 1504/2025), permission for live-casino studios outside the province (Res. 1015/2026) and a 2% contribution on online slot prizes (Res. 1149/2026).

Buenos Aires Province licensing questions answered

Who regulates online gambling in Buenos Aires Province?

The Instituto Provincial de Lotería y Casinos (IPLyC) is the enforcement authority for Title VIII of Ley 15.079, the provincial online gaming law. It grants licences, approves advertising, keeps the self-exclusion register and publishes the list of authorised .bet.ar sites.

How many online gaming licences are available and can new operators apply?

The law caps licences at seven, one per licensee, each for 15 non-extendable years. All seven were awarded by Resolution 795/2020 in December 2020, and IPLyC currently lists seven authorised platforms. No new licence call was found as of September 2026.

Do game suppliers need a licence in Buenos Aires Province?

There is no separate licence for game or platform suppliers. Their games and integrations must be homologated with certificates from laboratories on the IPLyC register, and adding a new game supplier counts as a substantial change for the operator. Only providers of the Online Gaming Control and Audit System must join a dedicated IPLyC registry.

Can a foreign company hold a Buenos Aires online licence?

Operators must be domiciled in the province. Foreign legal entities can apply only through a temporary joint venture (UTE) with an Argentine company holding at least 15%. The 2019 call also required foreign UTE members to show net worth of at least USD 100 million.

What taxes and fees do online operators pay?

Operators pay 8% of GGR to the Province and municipalities, plus a canon of 2% of monthly GGR to IPLyC. Provincial gross income tax for online gambling services is 15% in 2026. Since September 2026 a 2% FOPIS contribution also applies to online slot prizes, which operators collect from players.

What is the minimum age and how are players verified?

Players must be over 18 and domiciled in the province or using a device located there. Operators must verify identity, check the Self-Exclusion Register and, under Resolution 1504/2025, use biometric verification with liveness detection and facial recognition.

Are there data hosting or domain requirements?

Yes. Replica database servers must be hosted in the IPLyC datacenter, and records must be kept for the licence term plus 10 years. Player-facing sites must use the .bet.ar domain.

What responsible gambling tools are mandatory?

Operators must offer deposit limits (per session, day and month), time restrictions and a self-exclusion link visible from every section. They must alert players after 3 hours of play and every hour after that, and display the provincial health warning and helpline.
